Makes perfect sense. Just because you're going to town a bit doesn't mean you need to needlessly have 300 more calories for the sake of it. Never drink your calories. I used to go wild on them, now when I have one it makes me feel sick so quickly. It's all about input and output, which is why trying to nudge people away from certain foods is a flawed idea. Everyone should be responsible for eating healthily and exercising accordingly. Those who don't, perhaps need specific help and guidance but using the tax system to nudge people in a certain direction is fundamentally flawed.
