Even if by some miracle he does actually get in, but doesn't win the tournament, I imagine that there may well still be litigation thrown at them regarding his detention and the adverse affects on his ability to compete caused by the information he obtained from them on exemptions. I suppose he's more pissed off not defending his title and the knock on effect it might have on his participation in other slams. The usual process in that case when arriving at Perth in WA was to take them, golf shoes were another type grabbed, get them cleaned at a Government building in Fremantle and for the owners to go and collect them a week later when passed clean and pay a sum, think it was sometimes as high as 100 bucks. A right hassle. I soon learned better to take nothing back as it was all just too painful. After a 24 hour journey you just wanted to get through immigration asap.
