Hopefully if things keep on going the way they are, Frank, that's not a decision they'll have to make. My guess is as good as anyone else's. What I do hope is that the SG have examined the effectiveness of the tiers from the first time around, have looked at factors exactly like this, including how transmissible the virus is from one adjacent area to another depending on the respective profiles of these areas (common commuting, inter-area travel for shopping, etc.), and have been able to come to conclusions as to whether we need to consider larger "common mixing areas" in deciding tiers.
