United statement mentions '...was made a concrete offer...' 

 

Strange choice of words - sounds like they're well aware they may have dropped the ball and now trying to get out in front of the issue and convince everyone otherwise.

Correct, looks like they made his contract offer less than 14 days before his existing contract expired meaning they lose out on compensation

Had ankle surgery which ruled him out until early December. Was then punted on loan to Falkirk.

it is 6 games in the league this season for dundee utd he played, including one against us

How would that be proved? Easy to print off an offer and change the date. I'm not sure how these things work. They maybe emailed him an offer, but we know email isn't very reliable in Dundee

tbh with this amount of noise it is almost certainly a done deal and probably has been for several months. The club might’ve just kept it under wraps to see if Utd would blunder the compo. The boy has been free to talk to clubs since January.
