It was portrayed at the time as a legal restriction, if you can't enforce those restrictions, that's a problem. In the same way England let people who'd been to India back into the country, Scotland let people who'd been in England and therefore potentially in India or in contact with those who had, back into Scotland. It can only be enforced by having managed quarantine at the point of entry. Any region is powerless to prevent people breaking the law and moving around and not staying at home once home. The test and trace regime that costs untold billions of pounds is a hopeless sham / scam. Considering the connections of who runs it, that makes it politically willfull.
