UK workforce numbers unlike the rest of Europe hasn't recovered to pre pandemic levels. I read an argument this could be due to failures and backlogs in the NHS with people remaining unable to work due to ill health. And not just Covid. If a Minister wishes to introduce a local supplier to Government, then a declaration of interest can be recorded and the Minister can excuse themselves from future decisions related to that supplier, should they be involved in a future procurement." Note the "can", not "must". The guidelines also appear to encourage ministers to have an active role in procurement rather than limited to just civil servants.
