As regards independence I feel the approach is more one of indifference, for too long it's simply been ignored rather than subjected to the appropriate level of scrutiny. Sure there should have been better checks on who was claiming, it was always likely that criminals would see the chance of easy money, I doubt there was ever going to be a perfect system though.
