I recently got mine through the MVV app which is the Munich transport system and it was an easy process. It’s valid for the whole of Germany. Given they have zero intention of sending out tickets until as late as possible , you can be sure that facility won't up & running much more than a week before any games. You can't make a straight swap (is my understanding) : you'll need to find someone who wants your tickets and one of you will have to take a chance on (not) getting fleeced in the process.
