Backing that up an 18 teams Semi Pro / Part time. Behind that you can upgrade from Junior and amateur levels. This is the only place to play Colts, no promotion or relegation. Yep, the SPFL is a closed membership organisation, if it decides there isn't a place up for grabs this season there's bugger all can be done about it. If there is a playoff and team 42 lose then they'll forfeit their membership plus share in the company to the winner.
