Unlucky and marginal but correct And when the video refs eventually showed the right angle for the penalty - the camera behind the players - you clearly saw that the US player clipped the leg of the England player that she was about to try and flick the ball with. If you are about to kick the ball and somebody clips your leg and prevents you from doing so it is a free kick. A free kick in the box is a penalty. Both decisions correct.
