Cabinet “discussion” is basically just to give Cabinet Ministers an update on what the new plans are to keep them in the loop. I am surprised a lot of people haven’t really got to grips with this yet. We have essentially been living in a de facto dictatorship for the past 6 months. The only balance on their power is that they have to review all measures on a regular basis. But even then it is ultimately their decision whether to change the measures or not. I'm not going to pretend to understand this fully, but someone who knows more about these things might be able to offer an interpretation. If what's being suggested is true, it's pretty worrying and would certainly back up the views of Jason Leith on the PCR tests being rubbish.
