It is all down to what Westminster gives to the Scottish Government for its capital budget. A chip off the old block; never our fault, everything that goes wrong is down to Westminster. The problem with this approach is that it no longer works. They have a budget and they should spend it wisely. Westminster did not throw money down the drain on ferry contracts, on overseas offices, on a bottle return scheme, on legal challenges that were never going to be won etc etc etc....
