Downing it over sea gives them a better chance of recovery, and therefore capability investigation. It was the size of 3 buses seemingly, something that size and weight would do a lot of damage if it came down on a residental street. Besides landing in the sea there might be something left to recover, whereas on land it would have been smashed into millions of pieces. There was also something else about that the US had been studying it for the last few days and had extracted all the information they needed from it, before bringing it down, that sounds to me that they had hacked into it's systems and downloaded whatever info they could before the potenial of losing everything by bringing it down earlier. I think one aspect is it was flying 20,000 feet lower than the balloon which was at 60,000 feet. This was down around 40,000 feet while commercial aircraft can fly as high as 45,000 feet before the air becomes to thin to gain any more altitude.
