It's a cost vs benefit calculation. You need to provide a lot of resources to stage a general campaign and take-up would undoubtedly be very limited. Clearly there is no net benefit. And target it differently. In Ireland, the annual autumn shot was available last year to anyone over 50. In NI, it was 65. I suspect it's all a case of government systems living and learning.
