I'd imagine it would have to be a member of the police with a gun of that type in such a location. There is no suggestion that that was the gun which was fired, but it would be odd for a policemen to lower their gun immediately after a shot was fired, unless that was the person who fired it. He's just mentioned that his sister, who is a DC cop, just told him that the DC police have called in every single off-duty cop immediately. They are calling in everyone. This will get messy.
