If Hibs were to qualify for the Europa League under his tenure, and Chelsea to qualify for the Champions League, there'd be sanctions; Chelsea could feasibly come third and drop into the Europa League. Chelsea were investigated earlier in the year about a similar situation involving Vitesse in the Netherlands; they had loaned Vitesse most of their youth players, and when it looked like Vitesse were going to qualify for Europe there was a sudden drop in form which meant they finished lower than anticipated. tl;dr It's impossible.
