Mick Jagger couldn’t and can’t sing to save himself but has a number of great vocal performances to his name. Alex Harvey likewise. In classical music, there are dozens of singers over the last few decades who would qualify as great. Maybe just not as well-known outside that sphere. One of my favorite examples of this is Mark Almond singing Say hello wave goodbye. My choice would be Peter Hammill, however, I get how most wouldn't know about him, and if they did, wouldn't get it.
