Cummings isn't an international, only has mostly lower league experience and scored about the same as other strikers down there, and there weren't other teams after him so why would any team go in with a bid of 1m? Think it amounts to half a million a year that they have to pay back. Think they've been paying it for 2 or 3 years now. Not sure how long it is until it's fully paid off.
