"Uefa currently have a home-developed scheme which is accepted and appears successful." I think Campbell is talking about the UEFA scheme which stipulates how many players must have come from your own acadamy which would mean Eggert, Rapnik etc would be counted as acadamy players not foreign. There is no way that they can restrict EU nationals playing in other EU countries - thats why they got rid of the 3 foreigner rule in europe.
