Dean Winchester
So when you hit Safe Mode, Start Windows as Normal etc. it just reboots? What version of windows is it?
BoJack Horseman
Try taking the power cable out, removing the battery out and leave it for a couple minutes. Hold the power button down for a few seconds. Stop pressing it then plug the cable back in, but not the battery. Hit the power button. If it starts up ok, shut it down, remove the power and boot the battery back in. What make and model is it?

Dean Winchester
Did you not get a disk with it? It may have a built in system restore which you could try it would normally come up with say the name of the manufacturer and telling you to hit a button like F5 or something for recovery console or something similar?
