However, the point here is that he has presumably stopped play to award a free kick (penalty kick) as the ball was in play. If his decision has been changed then the restart MUST be a drop ball from where the ball was when play was stopped originally OR a free kick to the defence - and NOT a goal kick as was the case since the ball must have been out of play for that restart to occur.
