As a foreigner, you should realize that "Final Offers" are often not actually the end of the negotiations, and that often times the outcome will be more beneficial and attractive if you can hold out.

Ahh!! Maybe that's why Romanov got rid of Burley, maybe Burley wanted to come to an amicable agreement regarding team selections and Romanov thought of him as weak for wanting to reach a compromise, mmmm...interesting!
