In hockey, if the ball touches a foot - whether deliberate or not, it is given. If this was the case, then penalties would be given every time the ball touched an arm. This would make games more exciting, would introduce a new element of trying to hit an arm but more importantly would remove the inconsistency from referees interpretation of the incident. The ref played on because you are allowed to defend you face if a ball is coming towards it at 100mph! Same applys in the wall when everyone holds their nads. All that would happen is that people who didn't have a clear shot at goal would start aiming for defenders arms instead. It wouldn't make a blind bit of difference as far as Rangers are concerned mind, they get goals allowed to stand after dribbling the ball like a basketball in the box while the ref is looking right at them.
