Network Rail own the infrastructure, rails and signalling. Nothing Scotrail can do about it really. It's a bit like blaming National Express buses if someone shuts the motorway. Points are generally found at a junction which allows the track to change direction. Frustrating as this is for anyone affected, the track is maintained by network rail not scotrail.
