Khan was pretty bad, but what made Lore stand out was that he was kind of an insider. Q was bored and an annoying chancer rather than an actual villain, IMO. Gul Dukat is such a good baddie, his range of emotional manipulation was spot on and he was an absolute psychopath Turning himself into a Bajoran whilst having a complete mental breakdown was a superb story arc, and Marc Alaimo always played the part perfectly. I do like that you can never quite tell if he is a double agent or not, and it's not until quite late in the seasons that you find out some of his background regarding the Obsidian Order, but even then it's a lot of metaphors and hypotheticals. However, I'm sure we can all agree that he's the best damn tailor on Deep Space 9 DS9 does so well with character development, and it's where things like Discovery and Picard have failed so miserably with. They imply character development, whereas you get to experience it first hand over multiple episodes and storylines in DS9, TNG, and Voyager (ignoring Chakotay who doesn't get the same treatment).
