Zero Tolerance on Discrimination

BBC just reported on a FIFA directive asking the 3 stage discriminatory  process to be applied at club level.

Our football authorities may look at a 'variation' of the directive, it reported.

The reporter avoided any reference to either of our top two clubs or any reason why it would  be problematic to apply it in Scotland, preferring to almost shrug his shoulders at the possibility of zero tolerance being applied in this country.

What is the point?

Hmmm. The variation being, it'll apply to everyone else in Scottish football, but fot the erse cheeks the sweep, sweep under the rug would still come in to play? Am I being too cynical ?
