I'd rather prevent issues, than clear them up afterwards. I would legislate to stop kids leaving school grounds at lunchtime. I'd apply an "extra VAT " of 25% on all take away food/drinks and use it to fund free healthy meals in schools + free bikes for kids- or they can have a scooter/ skate board whatever.
