It wasn't said explicitly in the documentary but (from a friend of a friend in the met so take it with a pinch of salt) two of the differences with the England v Scotland game was location of fans, I.e. more central... and most importantly the Scots especially but so did the English that day, disbursed to try and find somewhere to watch the game. So many of the "fans" at the final had no intention of watching it IMO.
