It's hardly rocket science and Burley knew it and was doing it. You get players in with quality who would get a game for the OF thus bringing your level of play up to theirs. It's no sense bringing in players who wouldn't make the Hearts reserve team never mind the OF first eleven. The OF constantly strengthen in two ways. They pay top wages to good players (I'm talking ?2m plus players here) and you weaken the opposition by buying any player who looks good in the SPL to sit on your bench.
