I was watching a thing on Partizan and their ultras actually own part of the club and have full access to the ground. It's like a firm with a club rather than a club with a firm. As you suggest, most of these old clubs, who represented communist governments, secret police...have seriously declined in the last 30 years. A group called "K-Block" or something. I suppose it's like any group of supporters. Mostly just people who want to enjoy the game but there's some groups within the ranks who are perhaps more extremist. And this club may have a few more than most.
