Possibly but I’d be more inclined to think he’s doubling down on his “I am a rebel” claim and is just stating it as fact that he couldn’t be investigated as the cop found a goon. Pretty simple really. Agree with Morgaro's thoughts on Andy. He's just pleading innocence which is why he's sure he wasn't investigated.
