Dunno, but he clearly said if a side was unable to field a side. 

 

A water logged pitch is different, not sure why rules around a Water logged pitch would be changed or need changed Tbh?

If Hearts are knocked out (unlikely I know) Celtic will be allowed to rearrange game so there isn't an advantage.

Considering what was posted up there about teams not being able to play losing the tie it would seem unlikely but who knows. 
It might well help us to play a decent top flight team to get us ready for the final.
