It’s all about positive vs negative spin.
 

I retired 8 years ago and even then ‘problems’ was a complete no-no and  ‘issues’ was frowned upon - ‘opportunities’ was the favoured term...

A few years ago a Kiwi guy I worked with, nice bloke bit of a hippy, was walking home across the Meadows when he saw a drunk staggering about looking not to good. Little did he realise that “have you got a problem mate?” might have been a polite way of asking someone was ok in New Zealand he didn’t realise it was an invitation for a fight in Scotland. He spent the next few minutes running home pursued by a furious drunk wanting a fight. 
Now that was an issue and a problem.

This song from 2009 has the line "I know that I've got issues...".   Perhaps that was the start of the problem.

If it's not a problem for them,  maybe the Pain English Campaign could issue guidance on this matter.

Possibly just more social worky/lawyer type soft soap.   ie. "My client is not a problem to society because of his psychotic, violent, dangerous behaviour, he simply has behavioural issues."
