While the money comes form various sources it is spent by the Local Authority, including the monies from Council Tax. You can try and confuse the issue as much as you like but in the end it's all in one pot and the tram extension came out of that pot. If it hadn't there would be no requirement for the cuts. The tram will still run irrespective of whether any old yin gets on or not. If it's a choice between getting a bus for free or the tram for a quid-70 I'm guessing a lot will just take the free option. Anyway, I must be missing something. Ohh well. Have you tried to get through Edinburghs city centre recently? The current traffic levels are unsustainable. Something needs to be done to alleviate the number of vehicles that pass through.
