Because the English FA has been touting its begging bowl all over Europe since they got turfed out of Euro2006 by Croatia. They are in financial do-do and are desperate for the money.

It was also felt that Capello could be made a hostage to fortune by such a meeting, with England enjoying little credit for a victory but massive humiliation if defeated.
