It won't come in to the thought process that Scottish football will improve with these sort of players, which is pretty sad. The loan arrangement may even have been under discussion even before he signed for City, Hearts being a club with great facilities, playing at a good level, but where his relatively high City salary will/could be a deciding factor in gaining a visa.
