Our estate pays a gardener who cuts the grass and leaves it on top of the lawn since the brown bin charges. Our street has a number of flats and few if any pay for the brown bins. Charging for this and not enforcing collection is an absolute joke, but then it should be part of the council tax anyway but that is needed to pay the trams debt.
