Imagine all the electors standing in their breeches and waistcoats in Washington - no-one's going to trust how many electoral votes they say are behind their Presidential vote, and probably no-one could back up the figures anyway. The idea was that the States were just asked "We don't care how you do it, just send us electors". The Americans don't easily let hold of their traditions, no matter how strange they may be.
