There's already several leagues around the world with "guest teams" mostly in Asia. If there are 19 teams in the league, that's 18 games. 18 home and 18 away leads to 36 overall games, which seems like enough to be honest. It sounds like too much of a publicity stunt/attention seek to be taken seriously. Additionally, what sort of level is the 4th division? Wouldn't the U20's of an international side be better than that?
