Loads of hard working folk managed to own the property that they had paid rent on for years and that wasnt a bad thing. Where it fell down was allowing folk to buy numerous council homes by fronting up the cash for the tennant to buy (quite often elderly tennants) and hanging on until they died then 'inheriting' the property through a legal agreement and selling the property for a massive profit or renting it out for years then selling for an even bigger profit!
