Or they could just drop their investigation if they don't think it is important enough. Or they could offer him a caution. Or pass the files to the procurator fiscal to decide if there is a case to answer based on the evidence. Then that would free the SFA to deal with it as a football matter. The matter will be dealt with in due course, unfortunately our legal system is not a slick well oiled machine, all points are entirely on subject. One flaw in the OPs logic not pointed out yet is the only similarity in the cases is the alleged racism the Tonev case was wholly under the remit of the SFA which allowed for quicker action. The afore mention legal issues are why the SFA have not acted yet. Then that would free the SFA to deal with it as a football matter. the police can not simply 'drop' an enquiry because 'they' deem it not to be important enough...and this isnt England so no such thing exists as giving out a 'caution'...all hate crimes are prioritised so matters should be dealt correctly albeit the due process takes longer than is ideal at times...
